In 2015 the Winona Area Youth Hockey Association initiated a project to refurbish the ice making system at the Bud King Ice Arena, owned by the City of Winona, and to install an outdoor rink with an ice compression system. The City assumes the operating expenses of the facility. The cost of the project was approximately $3.1 million. The City of Winona provided $1.4 million in funding. The balance of the cost is being financed over 10 years with various community-based foundations, including the Morrie Miller Athletic Foundation, supporting the project.
